For Qatar, an apostille has no effect: Swiss documents must follow the consular legalization chain — legalization by the competent Swiss chancellery, federal over-legalization where required, then the embassy or consulate of Qatar in Switzerland. Slower, stricter, and exactly what you want handled by people who do it weekly.
